The Future of UC Retirement Benefits – A Complex Subject
If you have had a chance to read the articles on the recommendations the Post Employment Benefits Task Force had presented to President Yudof, you understand the future of UC Retirement benefits is a very complex subject. And while we too are trying to fully understand the impact of these proposed changes, once the final changes are known we will facilitate ‘Help Desks’ at various campus locations to answer your questions and ensure that you understand how the changes will impact ‘you’.

Save the date for the ‘Virtual’ Town Hall on Post Employment Benefits: Sept.29, 2 p.m. – this will be a live webcast addressing the recommendations, and employees will have the option to submit questions in real time and get answers.
Bargaining Begins For New Nurses’ Contract
The University of California has begun negotiations with the California Nurses Association (CNA) on a new contract for Registered Nurses. Wages, benefits, staffing, paid educational leave entitlements and other topics will be included in these negotiations. The first bargaining sessions were held August 11-13 at UCLA Medical Center, and additional bargaining sessions are scheduled at each of the UC Medical Centers. The current contract expires on September 30, 2010.
Discussions covered several issues, including:
- Wage Increases: At the first bargaining session, UC proposed within-range step increases for nurses in each year of a four-year contract. These within-range step increases would be in addition to the July 2010 step increase and upcoming September 2010 two-percent (2%) range increase guaranteed in the current contract. CNA has proposed immediate wage increases of up to 13% or greater.
- Educational Leave: UC emphasized its support for paid educational leave for classes relevant to the practice of nursing and has proposed that, “to be approved, course content must be relevant to the practice of registered nursing and must be related to the scientific knowledge and/or technical skills required for the practice of nursing, or related to direct and/or indirect patient care.”
- Staffing: The University’s track record on nurse staffing includes high marks in national rankings, extremely low turnover and vacancy rates, and a remarkably low frequency of meal or rest breaks being missed due to patient care needs (due to a variety of break relief plans at the Medical Centers). The University considers maintaining nurse staffing levels that are both safe and in full compliance with state law to be a top priority and relayed to the union that it will investigate any specific and supported claims about understaffing.
- Union Business Leave: The union has proposed several increases in paid time for nurses to conduct union business. CNA’s proposals could result in many thousands more paid hours for nurses for time spent on tasks other than caring for patients. The University remains focused on ensuring high quality patient care, rather than on funding union business with public sector money.

Administering Effective and Appropriate Discipline
It is not always easy to decide when managing performance becomes disciplinary issues. In this NEW September offering on Administering Effective and Appropriate Discipline, we will be providing you with training and tools/resources to be able to:
- Define the difference between performance management and progressive discipline
- Understand the disciplinary process at UCSF
- Discern when disciplinary action should be initiated
- Practice administering progressive discipline
We encourage enrolling in this very informative session to become more skilled in proactively managing your staff’s performance. This session will be held on Thursday, September 30 at our Laurel Heights location from 1:00 p.m. to 5:00 p.m.

Supervisor Certificate Program
The UCSF Supervisory Certificate Program is a flexible, performance skills based program of learning designed to provide UCSF supervisors and supervisor aspirants with an opportunity to develop supervisory competencies. Participants can complete the supervisor certificate at their own pace and register to begin the program at any time.

Setting Performance Expectations (10/13/2010)
In this course, participants learn how to work individually or collaboratively with staff to identify meaningful performance expectations and communicate them.

In this session, participants learn how to recognize and assess performance issues and practice coaching communication skills to support employee performance improvement and development.
Conducting Performance Appraisals (9/15/2010 & 11/12/2010)
In this course, participants learn how to work with their staff to reflect on progress, to examine objective and standards of performance and set goals for performance and development.
Delegating for Success and Accountability (9/29/2010 & 12/08/2010)
In this session, participants practice a structured approach to delegation and the communication skills needs to transfer work and to build agreement.
Supervising According to Union Contract and PPSM (10/7/2010)
In facilitated discussions and using practice vignettes, this course, equips supervisors with understandings and skills needed to exercise their management rights, to administer union contracts, and to address issues legally and effectively.
EEO Law and Sexual Harassment Prevention for Supervisors (10/21/2010)
This course is designed to provide participants with an overview of equal employment opportunity and nondiscrimination policy. This course also include required content mandatory for AB1825 compliance for sexual harassment prevention.
Empowering the Supervisor (11/5/2010)
This course helps participants learn how to appropriately manage authority to maintain or regain control of situations involving an employee’s non- compliance or insubordination.
