Health Care Reform and Coverage for Eligible Dependents to Age 26

Media reports and the lack of defining regulations at this point have led to some confusion about this Heath Care Reform provision as it relates to coverage under the University’s group health plans. Additionally, several insurance companies have announced that they plan to allow children currently covered by their parents’ plan to continue coverage ahead of the effective date identified in the law.

The law stipulates that the dependent coverage extension is effective for new plan years beginning on or after September 23, 2010 (six months after the health reform law was enacted). Since the UC-sponsored plan year is effective January 1, the provision is effective January 1, 2011 for all UC-sponsored plans. While UC acknowledges that some insurance companies have voluntarily chosen to implement the law early, significant questions are yet to be answered concerning the definition of eligible children, the exclusion of “adult children” who are eligible for other employer-sponsored coverage, as well as the cost of the coverage to the University and to employees.

Additionally, changes to UC payroll systems and benefits enrollment applications must be implemented in order to allow enrollment of children age 23 up to age 26. UC expects to have resolved these issues in time for enrollment during this year’s Open Enrollment period, with coverage effective January 1, 2011 as required by the law.

UC employees whose children will “age out” between now and the effective date of the law will continue to have COBRA coverage available. Parents or the individual losing coverage can request COBRA by submitting a UBEN 109, per the information on the website.

View the Video of the UC Post-Employment Benefits Forums

The University of California President’s Task Force on Post-Employment Benefits held forums on April 23 to give faculty, staff, and retirees the opportunity to ask questions and learn about the immediate and long-term effects of fiscal pressures on the University’s pension and retiree health programs. The forums included a presentation on the issues, followed by time for participants to ask questions. A video of the forum is now available for those who were unable to attend one of the sessions.

Free Career Workshops offered by Campus Human Resources Are a Hit!

The free Career Workshops series at Parnassus this past week was full, and there are very few seats left for the Laurel Heights and SFGH series. Additional classes are being planned and will be announced soon.

These workshops were developed to encourage and enable people to take charge of their own careers. There are four modules, and they can each be taken independently. However, the fourth and last module requires that people have attended the first three. We encourage people to attend all the workshops for the best benefit.
