UC Offers CNA Proposal for Settlement
After 10 months of negotiations, including state-assisted mediation and fact-finding, UC has offered CNA another package proposal designed to respond to union demands and effect settlement, along with an invitation to meet on March 13, 2008 in the hopes of reaching agreement. We believe this is a positive offer that benefits nurses and ensures that UC medical centers remain among the best places for nurses to work. The University proposes that the contract extend through September 30, 2010, with wages and benefits open in the early autumn of 2008 and 2009. Highlights include:
- WAGES:
- Retroactivity equivalency: Honoring UC’s October wage offer, either in the form of full retroactivity, lump sum payments, or a prospective increase in salary that provides the equivalent of a retroactive payment. The method of payment would vary by location;
- Range adjustments: Increases to the salary ranges at many locations;
- Within-range increases: Step increases for eligible nurses effective July 2008;
- Other increases: Increases in on-call rates, shift differential pay and/or number of steps in the range, depending on location.
- BENEFITS:
- Health benefits: Nurses will continue to receive the same high-quality health benefits as other UC employees;
- Retirement benefits: UC will ensure there are no changes to the retirement structure through Sept 30, 2008.
In addition, the University has offered a number of proposals beneficial to UC nurses in exchange for CNA’s acceptance of UC’s proposal for Paid Time Off as supported by the decision of the fact-finder, which would be permanently optional for current nurses. UC’s comprehensive offer includes changes to the following articles:
- Educational/Professional Development
- Shift Rotation
- Rest Period
- Filling Vacant Positions
- Leaves of Absence
- Layoff Grievance and Arbitration Procedures
- Probationary Period
- No Strikes
- Nurse Representative Release Time
- Release Time for Bargaining
- Nurse Lists and Distribution of Material Recognition and Bargaining Unit Classifications
- Technology
We encourage UC nurses to learn all they can about this University proposal. Among other sources, you may talk to your supervisor for more information about the proposal and about the next steps in the negotiation process. In addition, the University has posted an outline of UC’s settlement proposal online at www.ucnurses.com.
