UPTE Health Care Professionals Range Adjustment

Preparations are underway to implement the University Professional and Technical Employees (UPTE) Health Care Professionals Range Adjustment and Merit Program effective July 1, 2008. HX bargaining unit employees will have their individual salaries increased by a general salary increase of 2 percent for most HX classification (3 percent for Clinical Laboratory Specialists and Cytotechnologist classifications and 4 percent for Per Diem Titles). The second action will be the Merit Program. Merit eligible, career, and non-probationary employees who have earned a rating of satisfactory or better on their most recent performance evaluation will receive a one step increase. Career employees who are at the range maximum and are therefore not merit eligible may be provided a one-time, non-base building lump sum equivalent to a step increase. Eligibility details will be provided in a separate communication.

Revised Nondiscrimination and Affirmative Action Policies

Effective July 1, 2008, the University revised the following policies on nondiscrimination and affirmative action:

The affirmative action policies have been revised to provide consistency with recently published regulations that implement the Jobs for Veterans Act of 2002 (JVA). The JVA amended Federal contracting provisions of the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA) regarding coverage, protected groups, and the mandatory job listing requirements of VEVRAA.

The policy revisions pertaining to affirmative action described above have also been incorporated into the University’s Affirmative Action Policy Statement for University of California Publications Regarding Employment Practices. 

These revised policies supersede policies issued on December 18, 2003 and effective on January 1, 2004. Similar policy revisions will be incorporated into Academic Personnel Policy 035, Affirmative Action and Nondiscrimination in Employment shortly after issuance of these policies.

New, Two-Year START Program

The University is implementing a new, two-year Staff and Academic Reduction in Time (START) Program to provide eligible employees an opportunity to voluntarily reduce their working time and corresponding pay in exchange for a number advantages, such as accrual of University of California Retirement Program (UCRP) service credit and vacation and sick leave at the employees’ pre-START rates. The reduction in time and pay will help the University achieve temporary salary savings during this period of budgetary shortfall. Implementation of START is at the discretion of unit managers. In instances where departments elect to offer START, employees may begin signing up for the program immediately. The program will be in effect from July 1, 2008 through June 30, 2010.

Those eligible to participate in START are non-probationary, career staff and academic appointees, except those in faculty and student academic titles and Postdoctoral Scholars. At this time, only non-represented staff and staff represented by the University Professional and Technical Employees (UPTE) are eligible to participate. We will notify you about other union participation in the START program as soon as we can.

The program guidelines, a program brochure describing the features of START, including useful questions and answers, and START contract forms are available on the UCOP website.

UCSF process:

In all cases, participation in START requires approval by the department head or additional levels of approval as determined by the department head. A START contract must be completed for each employee approved to participate in the program. The following describes the documentation process for establishing a START contract:

  1. A START Contract, U270, must be completed and signed by both the START participant and the department head or designee.
  2. A START Contract Amendment, U271, must be completed and signed by both the START participant and the department head or designee when a START contract is terminated early or the percentage of time reduction is changed.
  3. Both forms must be completed and entered into the campus payroll system by the department. Further instructions will be forthcoming on how to enter the contract information into the Online Payroll Personnel System (OLPPS).
  4. The START participant’s department is the office of record for both forms.

Copies of the completed forms are to be provided to the employee, Human Resources - Labor and Employee Relations, at campus box 1202, and to Retirement Administration at the Office of the President, at .P.O. Box 24570, Oakland, CA 94623-1570.

Participate in a Wellness Program to Improve Your Health

StayWell Health Management: Get the Family Involved
The StayWell Program is free and available to eligible faculty, staff, and their family members at least 18 years of age enrolled in a UC-sponsored medical plan, with the exception of Kaiser members. (See wellness information for Kaiser below.) Take the StayWell Health Assessment and receive a $75 gift certificate. The assessment evaluates your current health behaviors and identifies changes you may want to make to improve your health. Encourage all of your eligible family members to also take the assessment—they’ll receive their own $75 gift certificate.

To complete the health assessment:

The new process with StayWell no longer requires log-in with full Social Security number. If you have questions, or to request a paper HA, call the StayWell HelpLine at 1-800-721-2693.

Kaiser Permanente: Your New Action Plan
All UC employees enrolled in Kaiser and their family members at least 18 years of age are encouraged to complete a free health assessment. Completing the health assessment gives you a chance at a quarterly drawing for rewards such as $500 gift certificates at spafinder.com or sports stores like REI, Big 5, and Sports Authority or an 80 GB I-Pod.
