Court Issues Restraining Order Against Strike
University of California officials announced today (July 11) that the Superior Court of San Francisco has issued a temporary restraining order against the American Federation of State, County, and Municipal Employees union prohibiting its announced strike scheduled for July 14-18 at UC facilities throughout the state.
AFSCME represents UC patient care and service employees, and the university has been in separate negotiations with the union for new contracts for both employee groups since last year.
“Hopefully, today’s court ruling, and the recent complaint against the union by the Public Employment Relations Board, will motivate the union to refocus its attention on settling these negotiations,” said Howard Pripas, executive director of labor relations at UC. “Our proposals are fair and responsive to many of the union’s expressed concerns, and our employees deserve to have these negotiations resolved.”
On Wednesday, July 9, the Public Employment Relations Board, the state agency responsible for overseeing collective bargaining for public sector employers, issued a complaint against AFSCME for bad-faith bargaining, for failing to give adequate notice of a planned strike and for encouraging employees to participate in a strike against UC facilities even though their absence from work would clearly endanger the public’s safety.
UC has offered the union numerous proposals, the latest of which include minimum wage increases of 26 percent over the next five years for patient care employees, and increases in minimum hourly rates for service employees from $10.28 to $11.50 or $12.00 depending on location. UC has also offered to transition these employees to a step-based salary structure, which was proposed by the union, and to continue to provide them the same high-quality health and pension benefits offered to all UC employees, at the same cost as other employees.
The university expects AFSCME members to obey the court order and report to work as scheduled.
AFSCME represents approximately 11,000 UC patient care technical and 8,000 service employees.

Quick Online Access to Employee Opinion Survey Results
The 2008 Campus Staff Opinion Survey results are now available online. On June 24, Morehead Associates sent all survey unit managers an email titled “Employee Survey Results,” which included access instructions and an individualized username and password. The instructions from Morehead are lengthy, so we’ve put together this quick guide for survey unit managers.
Please note that the survey results website also provides tools to help explain scores and develop action plans to address areas of concern. For technical support, call 800-849-2292 (choose Option 2) or email .
- Step 1: Visit https://www.moreheadmsp.net/ec2, enter the username and password provided by Morehead, and log in. Note: the website is slow; results may take several seconds to appear.
- Step 2: Overview of survey unit results appears on the first page.
- Step 3: Point the mouse at the title of your survey unit name listed in blue ink. A drop down box will appear listing “look at the snapshot.” Click it to go to your survey unit detail report.
- Step 4: The Tier Score page will appear. At the left of the page, gray shaded boxes provide options for viewing different sets of data (Tier Score, Commitment, Action Readiness, Strengths, Concerns, and All Items). By clicking each section shaded in gray, you will see the detailed results.
- Step 5: Toward the top of the page, there will be four (4) tabs highlighted in teal color providing you with options for utilizing your report.
- Step 6: To print a report, click the PDF Print Center tab. Once you are on that page, press Search, and a list of all available documents to print and/or save will be provided. Note: Leave the search Term box blank to see all available documents.
- Step 7: Click the Documents tab to view available guides by Morehead Associates.>/li>
- Step 8: Action Planning: This tab provides options for action planning. In addition, there will be further instruction from Medical Center Administration regarding an action planning process in the near future.
- Step 9: When finished: Click Log Out in the upper right corner of the screen.
