University Implements Contract Terms after Re-opener Negotiations with CNA Reach Impasse

Since August 2009, the University and the California Nurses Association (CNA) have been engaged in reopener contract negotiations on the following articles: Staffing, Benefits, Compensation, and Duration. After the negotiations reached an impasse, the parties engaged in fact-finding and mediation. Unfortunately, those processes did not result in an agreement. The University has now decided to exercise its legal right to implement portions of its last, best, and final offer. The terms being implemented include the following:

Local Implementing Procedure - Vacation Maximum

The Office of the President has approved a temporary exception to Personnel Policies for Staff Members (PPSM) 41 – Vacation Leave. This exception grants authority to locations to establish local procedures to extend the vacation maximum accrual “grace period” from four months to six months in order to facilitate the appropriate use of vacation time during the term of the Furlough/Salary Reduction program. UCSF’s Local Implementing Procedure is effective January 4, 2010 through January 15, 2011 for non-represented employees who are participating in the Furlough/Salary Reduction program. The procedure provides detail regarding responsibilities as well as the process for meeting conditions that will allow an employee to accrue above the vacation maximum for up to six months.

January 2010

UC Ethical Values and Conduct Training
“Ethics and Compliance Training for All Employees” is estimated to be released later this month by the Office of the President. The purpose of this briefing is to reinforce the Statement of Ethical Values and standards of Ethical Conduct and provide information about reporting instances of non-compliance.

This training is being mandated by UC President (July 17, 2009 memorandum) and the Regental Office of Ethics, Compliance and Audit Services. All UC non-research employees (i.e., faculty staff, postdoctoral scholars, and employed students) must take this training.

It is required annually and will take approximately 30 minutes. A link to the training will be provided later on this month.

Important Infection Control Training Requirement Change
Some of you may have recently received a notice to complete a new Infection Control training. After further consultation with the Medical Center, it has been determined that only people who work at the hospital need to take the training. Consequently, only the following Campus employees/students are required to take the training:

Sexual Harassment Prevention Training
There are two additional Job Codes for Administrative Nursing added on to the list for Sexual Harassment Prevention eCourse Notifications. These were previously not included in the audience required to take this session.

Employees with job codes 9133 (Administrative Nurse II) and 9132 (Administrative Nurse III) are now receiving notifications to take this training. More extensive communications on this change are also being communicated to the Nursing Community by Medical Center Learning Services.

Benefits News – Start the New Year Right

Review Your Earnings Statement
All faculty and staff should routinely review their earnings statements/paystubs to ensure that all deductions/contributions listed are correct and any Open Enrollment actions submitted are accurately reflected. Online earnings statements are available on the At Your Service website – Sign in to My Accounts.

Keep in mind that most deductions/contributions are taken in advance. This means that the health and welfare insurance deductions/contributions listed on your January 1 check (December earnings) are for January coverage. One exception: Supplemental Disability is paid in arrears which means that the Supplemental Disability deduction listed on your February 1 check (January earnings) is for January coverage (NOTE: New 2010 rates apply beginning with January premiums reflected on February 1 check).

Review Your New Medical Plan ID Cards
If you are enrolled in Health Net or Anthem Blue Cross Plus and received a new insurance card, please verify that both the primary care provider and the medical group listed on your card are correct. If there are any errors, contact your medical plan immediately to have the card corrected.

(All individuals and their family members in Anthem Blue Cross Plus received a new card. New Health Net members and individuals who changed their primary care provider and/or their medical group received a new card.)

Review Your 2009 Flexibile Spending Accounts
If you were enrolled in a flexible spending account – DepCare FSA or Health FSA – for 2009, it is important that you review your account to determine whether you have any remaining funds and/or whether you have been asked to submit receipt verification for any Health FSA spending card transactions. You can check your account by either calling Conexis at 1-800-482-4120 or logging into your account on the Conexis participant website.

Important dates to keep in mind:

  • You have until March 15, 2010 to use any remaining funds in your 2009 accounts. (You will not be able to use your spending card for 2009 funds, but must submit receipts along with a claim form to Conexis for reimbursement.)
  • You have until April 15, 2010 to submit all receipts for the 2009 plan year.

Nominations are now being accepted for the 2010 Chancellor’s Award for outstanding University Management, University Service, and Public Service. The nomination deadline is Friday, January 29, 2010. Don’t miss this opportunity to recognize outstanding service!

Up to three individuals may be selected to receive this award. The award presentation will occur at the annual Founders Day Luncheon in the spring where friends, family, and co-workers will be able to join in the celebration. The names of award recipients will join a long list of past awardees honored on the tribute wall in the lobby of the Medical Sciences Building.
