CUE Agrees to Modifications to the START Program
The University has received confirmation that the Coalition of University Employees (CUE) has agreed to modifications to the Staff and Academic Reduction in Time (START) program as follows:
- Reduction of the minimum percentage of participation to 4%.
- Extension of the program to December 31, 2010.
- Participation of probationary employees in the program.
Questions may be directed to your assigned Labor and Employee Relations Analyst.
403(b) and 457(b) Annual Contribution Limits in 2010
The pre-tax contribution limits to the 403(b) and 457(b) plans respectively remain at the 2009 level of $16,500. For participants age 50 and above, the pre-tax contribution limit for each plan is $22,000. Employees may contribute to one or both plans. Monthly deductions to these plans should typically total no more than 70% of gross income to ensure there is enough pay for other deductions such a medical insurance. Also, please note the Social Security tax rate and base remains unchanged from 2009 at 6.2 percent up to a base of $106,800. The Medicare tax rate remains at 1.45 percent with no limit to wages.
Improving Diversity and Reporting Good Faith Efforts at UCSF
As a federal contractor, UCSF has an obligation to conduct good faith efforts to recruit a diverse pool of qualified candidates whenever there is an affirmative action goal. As a hiring manager, you’re responsible for conducting good faith outreach efforts and for documenting the efforts taken. In order to provide improved support, a reporting tool has been developed to provide current affirmative action goals and to document good faith efforts.
Effective immediately, Campus Human Resources will be informing hiring managers who open new positions if affirmative action goals exist and will provide resources to conduct, document, and report good faith efforts. Resources will include a list of community based and professional organizations who work with minority populations, the Diversity Toolkit, Manager’s Toolkit for Recruiting, and information on Managing a Diverse Staff.
Once you complete your recruitment, you will fill out the “Good Faith Efforts Questionnaire”, which lists the actions that you’ll need to respond to. Found on the Human Resources website, this questionaire documents the actions you took during the recruitment period. The data will be available if needed to enable you to complete your Affirmative Action/Diversity (AA/D) Progress Report.
UCSF has made great strides in its efforts to diversify the campus community. It is imperative that UCSF continue to improve diversity of faculty, staff, students, and trainees to effectively establish a culture of diversity on the UCSF campus--a defining feature of California’s past, present, and future. Hiring managers are key partners in this important effort.
Nurturing diversity (educating, training, and employing a diverse faculty, staff, and student body) is one of the seven strategies in the UCSF Strategic Plan*, and the Affirmative Action Plan (AAP)* provides support for the Strategic Plan and meets reporting requirements as defined by the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP).

Temporary Employment Program Gets a New Name
The Temporary Employment Program (TEP) has a new name: UCSF Interim Staffing. The name change reflects the plan to expand the range and type of UCSF temporary employees available to meet interim staffing needs at UCSF during 2010. A change in the fundamental financial structure of the program was implemented last month. The program formerly recharged the temporary employees’ salary and a large markup to cover benefits and administration costs. The program now recharges temporary employee salary and benefits and a much smaller mark-up to cover administration costs only.

Important Infection Control Training Requirement Change
Some of you may have recently received a notice to complete a new Infection Control training. After further consultation with the Medical Center, it has been determined that only people who work at the hospital need to take the training.
Consequently, only the following Campus employees/students are required to take the training:
- House Staff
- Credentialed Faculty
- SOM, SON, SOP students
- Residents
- Fellows
Please disregard previous notices to take this training unless you fall within one of above categories. We apologize for any inconvenience this may have caused. Thank you very much for your understanding.
