Health Care Professional (HX) Unit Bargaining Update
The University and UPTE convened a bargaining session January 16th – 19th at CWA’s local office in Santa Fe Springs, in an attempt to reach agreement on all outstanding issues for HX unit employees. Agreement has not yet been reached and bargaining continues. The University presented UPTE with a comprehensive package proposal that primarily included the following provisions:
- A proposed five-year contract (7/1/06 – 6/30/11) with a compensation proposal for the first two years and a provision to re-open the contract in 2008 to negotiate compensation and benefits for the following three years
- A compensation proposal that provides for maintenance of the zone salary structure in Year 1 and a transition to a step-based salary structure in Year 2
- A benefits proposal for calendar years 2007 and 2008 stating that the University’s maximum monthly rates of contribution for health and welfare benefits for HX employees would be the same as that for other staff employees
- A pension proposal providing that HX employees would pay the same contribution to the UCRP as that negotiated for employees in the RX and TX units (also represented by UPTE)
- A proposal in Article 23 (Out-of-Classification Assignments) to pay a $1.25 per hour charge differential for employees assigned by the University to temporary charge duties for an entire shift
Specifically, the UCSF proposal for Compensation included the following:
- Year One
- Range adjustment and salary increases of 3% for most classifications with the following exceptions:
- 6.5% range adjustment and salary increases for the Cytotechnologist and Audiologist classifications
- 6% range adjustment and salary increases for the Pharmacist classifications.
- 7% range adjustment and salary increases for the Clinical Laboratory Scientist classifications
- Maintenance of the zone structure and movement to the next-higher zone for eligible employees
- Contract language agreeing to Annual Local Market Discussions between UCSF and the union
- Increases to Pharmacists night shift differentials
- On call differential for Dietitians and Clinical Social Workers
- Effective upon contract ratification
- Range adjustment and salary increases of 3% for most classifications with the following exceptions:
- Year Two
- Transition to a step-based salary structure
- Salary increases of 2% for most employees, then placement on the matching, or next highest step in the new salary range
- Salary increases of 3.5% for employees in the Clinical Laboratory Scientist and Cytotechnologist classifications, then placement on the matching, or next highest step in the new salary range
- Effective July 1, 2007
While the parties have made considerable progress during the past eight months of bargaining, a final agreement was not achieved during this round of bargaining. Further, the existing contract between UC and UPTE expired on January 19, 2007. The parties are next scheduled to meet on February 12 – 14, 2007.
The University’s goal, one that it believes is shared by the UPTE-HX bargaining committee, is to achieve a long-term contract with the Healthcare Professionals Unit which will create predictability and consistency for the HX employees and the University.

At Your Service Redesigned and Updated
This is to let you know that the newly redesigned At Your Service website has a fresh look and is now live and ready for your inspection, your referrals, and your enjoyment. The redesigned system-wide website for UC employee information about human resources and benefits has just been launched with improved navigation and several new features including:
- A Total Compensation section with news and features on how real UC employees deal with their salary, benefits and retirement plan, and a tool that enables individuals to calculate the value of their total UC compensation.
- A new “UC Living Well” website with information about wellness programs and services.
- Quick links to the most-requested tools, publications and other web pages.
The redesigned site continues to provide access to your personal UC account and benefits information — this includes an easy link to your UC Retirement Savings Accounts at FITSCo. In addition, news is posted regularly so you won’t miss important UC benefits updates.

As you know, many of our local UCSF HR/Benefits pages have links to At Your Service. We’ve updated and fixed most/all of our local links that became “broken” as a result of the redesign. If upon your inspection you happen to find any “broken links” on any of our local pages, please bring them to our attention—here in the local UCSF HR Benefits Office—as soon as possible.
If you discover any broken links at the At Your Service site, please click on the “Website Feedback” link (found at the bottom of most of the At Your Service pages) and let them know.

UC Living Well
The University of California is making wellness a priority for our employees in 2007 with the launch of UC Living Well, which is initially being piloted at the UC Berkeley and UCLA campuses, the UCLA Medical Center, and UCOP. This program will connect location-specific wellness resources and activities with wellness services from medical plans participating in the pilot – Blue Cross of California, Health Net and PacifiCare. Other plans may offer wellness programs and services; however, they currently are not part of the pilot. Our goal is to build a healthier UC workforce by increasing participation in wellness programs and services by making it easier for you to learn about, access and use these valuable benefits.
Wellness is a way of living – eating a healthful diet, being physically active and managing your well-being every day. Through UC Living Well, the University is committed to supporting your wellness efforts by making it easier for you to make wellness a priority.
At the pilot locations, a focused communications campaign will keep you informed about UC Living Well initiatives throughout the year. The first initiative is to encourage faculty and staff to complete a Health Risk Assessment (HRA). The HRA is a short questionnaire offered by your medical plan that will provide you with a personalized profile of your health status that you can share with your doctor. UC will not have access to the results of your HRA.
Accessed through your medical plan’s website, the HRA questionnaire is fast, free and confidential. Some medical plans offer incentives for completing one. Most importantly, you can use your personalized HRA report to help determine the next wellness steps you can take.
We encourage everyone to take an HRA!

Here, you will find links to your medical plan, its HRA, and its wellness services and information about what is available at your UC location. Wellness is important. Participating in wellness programs and services helps enhance your personal health and well-being while fostering a positive approach to health and wellness in your family.
