Performance Management Policy Guideline for Staff Members

Performance management is an ongoing process between a supervisor and an employee to provide the employee with regular feedback regarding their work performance.  This process occurs throughout the year with the objective of facilitating the accomplishment of the organization’s strategic and operational objectives as well as serving as a road map for an employee’s professional growth.  Personnel Policies for Staff Members 23, Performance Management, establishes the policy and University wide procedures regarding the performance management process for non-represented employees.  Each campus is responsible for developing local procedures that are to be implemented in accordance with this policy.  Guidelines have been developed to assist supervisors and managers in administering this process.  Specifically, these guidelines provide guidance on how to conduct performance appraisals, including what areas should be covered in the appraisal, the timing and record retention of appraisals, as well as guidance on communicating with the employee during the performance appraisal meeting.

Chancellor’s Awards for Exceptional University Service and Management

Chancellor J. Michael Bishop invites nominations for the 2009 Chancellor’s Awards for Exceptional University Service and Management.  Award criteria, nomination forms, and past award recipients are available online.

Chancellor’s Award for Exceptional University Service

Up to six individuals may be selected to receive this award that includes monetary recognition of $3,000 (pre-tax). The names of award recipients will join a long list of past awardees honored on the tribute wall in the lobby of the Medical Sciences Building. The award presentation will occur at the annual Founders Day Luncheon in the spring where friends, family, and co-workers will be able to join in the celebration.

Nominations must be made only by the nominee’s supervisor and must be endorsed by the department or unit head. If you would like to nominate an individual, but are not the supervisor, feel free to contact the supervisor to suggest the nomination. This is an individual award so groups may not be nominated. Any nomination questions may be directed to award coordinator Joanne Fraysse, Office of the Interim Vice Chancellor—Finance and Administration, at 476-4285 or via email at . Forms and supporting materials must be returned no later than 5 p.m., Friday, January 30, 2009.

Implementation of New Reemployment of UC Retired Employees Policy has been Delayed

Implementation of the new Reemployment of UC Retired Employees policy has been delayed in order to review concerns and recommendations expressed by the Academic Senate. We anticipate a spring 2009 implementation, and until the policy is formally implemented, the current guidelines remain in effect.

Comparison of UC and AFSCME Proposals for UC Service Employees

UC’s most recent offer to AFSCME would provide a minimum of $26.5 million in wage increases for UC service employees over a 3 year contract—an increase of approximately $6 million over UC’s last proposal.  UC’s offer includes raising the minimum hourly salary for service employees from $10.28/hour to $12.00/hour upon ratification.  AFSCME rejected this offer that was presented by the University on November 17th and countered with an offer showing minimal movement from their May 2008 proposal on November 18th.  The following is a summary of key outstanding issues and the parties’ most recent positions.

Updated “UCSF Rewards and Recognition Programs” Catalog

The Compensation and Strategic Rewards unit of campus Human Resources is pleased to announce that the “UCSF Rewards and Recognition Programs” catalog, found on the HR website, has been updated.  This catalog is available as a resource for campus clients when developing and administering rewards and incentive programs and reflects programs that are administered centrally at the control point level as well as programs that may be administered in a decentralized fashion at the departmental level.  For general rewards and recognition information, the following links provide details on rewards and recognition for our campus:  http://ucsfhr.ucsf.edu/index.php/staffing/article/919 and http://ucsfhr.ucsf.edu/index.php/staffing/article/921
