UC Fails to Reach an Agreement with CNA on Wage Proposal
University of California and California Nurses Association (CNA) met on November 13, 2008, to exchange proposals on all of the open articles. UCSF presented the following compensation proposal, however an agreement was not reached.
The University’s goal throughout these reopener negotiations is to reach a comprehensive and mutually beneficial agreement through good-faith bargaining. UC’s proposals focus on:
- Developing an attractive, market-competitive compensation package
- Safeguarding the retirement benefits offered through the UC Retirement System
- Providing a high-quality and affordable health benefits package
- Reaching agreement with CNA regarding staffing-related concerns
UCSF’s competitive wage proposal will help ensure our salaries and differentials are consistent with our local market’s pay practices. Our proposal for clinical nurses, home health nurses, and NP’s includes:
| After contract ratification | 2% increase | ||
| March 2009 | 2% increase $465 lump sum payment to incumbents in Nurse Coordinator classification. |
||
| July 2009 | 2% within-range step advancement for eligible nurses |
||
| Other components of our wage proposal include: | Additional 1% increases for CRNA’s and per diem CRNA’s |
||
In March 2009, the average pay for a Clinical Nurse II at UCSF would be $118,682 based on the current proposal to CNA. A new grad’s annual full-time salary would be $98,324 and a Clinical Nurse II with 20 years of experience would earn $128,704. These annual salary rates do not include shift differentials (16 percent night, etc.), on call pay, charge nurse pay, or any overtime, double-time, and holiday premium pay when worked.
In addition to an excellent wage package, UC’s proposals include:
- Benefits: Benefit programs and rates for the 2009 calendar year ensuring that RNs will enjoy the same quality benefits at the same excellent rates as other UC employees. Rate increases would be minimal; in some cases, rates would be reduced.
- Retirement: UC will negotiate with CNA over any changes to the retirement plan that would reduce retirement or retiree health benefits, including any proposed employee contributions
