End of the Salary Reduction/Furlough Program

The Furlough/Salary Reduction Program comes to an end on August 31, 2010. In accordance with system-wide guidelines governing this Program, accrued furlough time not used by August 31, 2010 will be forfeited. In preparation for the conclusion of the Program, the following guidance is being provided related to unused furlough time, final negative furlough balances, and furlough balances in increments of less than a full work day.

Unused Furlough Time
Supervisors/Managers: Review employees’ furlough balances and ensure that all furlough time, including any that would be accrued in the month of August, is taken during the month of August. Communicate this expectation with employees and, if necessary, work with employees to schedule the time off.

Employees: Review furlough balances and schedule time off immediately. All furlough time, including any that would be accrued in the month of August, must be used by the end of this month.

Negative Furlough Balances
Employees may not use furlough time in excess of what they would accrue under the Program’s guidelines. Every effort should have been made by employees and their supervisors to ensure that furlough time was monitored and tracked so that negative balances do not occur at the end of the Furlough Program term. If there are situations where an employee has overused his/her accrued furlough time by the end of the Program term, consult your Labor and Employee Relations Analyst for guidance.

Furlough Balances of Less Than a Full Workday
Situations will exist where employees will have furlough balances that are less than a full workday. In order to facilitate employees fully utilizing their furlough time, the following is suggested.

Non-exempt Employees: These employees may use furlough time in 1/4 hour increments. If non-exempt employees have a furlough balance of less than a 1/4 hour, the advice is to round up to the nearest 1/4 hour. 

Exempt Employees: Although these employees should generally record furlough time the same as vacation – in one-day increments – furlough time can be used in blocks of less than one-day (at least 1 hour increments) when it is necessary to do so to facilitate the utilization of all furlough time and it is combined with work to amount to a full day on pay status (see Q&A for Administrators). For example, an exempt employee who has a furlough balance of 4 hours can choose to work a half day and use furlough time for the remaining part of the day. Where exempt employees have a furlough balance that includes a portion that is less than 1 hour, the advice is to round up to the nearest whole hour.

Statement from UC Regarding Tentative Agreement Covering Postdoctoral Scholars and Fellows

Late last week, University of California and United Auto Workers negotiators reached a tentative agreement that the union will now take to postdoctoral scholars for ratification. If ratified, the contract would represent the first stand-alone postdoctoral scholar contract in the country, covering approximately 10 percent of all postdoctoral scholars in the nation.

The university is pleased that there is an initial agreement because postdoctoral scholars are very important to UC and the research enterprise.

While these were tough negotiations, both sides continued to work in good faith at the bargaining table, ultimately reaching agreement on three dozen items.
