Changes to Guidelines for Layoff and Reduction in Time
Last fall, the University implemented changes to Personnel Policies for Staff Members 60, Layoff and Reduction in Time. The Campus and Medical Center are now implementing guidelines consistent with the Policy changes:
- Vacation/Paid Time Off (PTO), sick leave and service credit accruals as well as the date of separation differs for employees who receive advance notice of layoff and those who do not. (Pay in lieu of notice provisions.)
- In addition, the Guidelines reflect that non-represented employees at UCSF and UCSF Medical Center who are laid off or reduced in time under Policy 60 will receive severance pay in lieu of preferential reemployment or rehire rights.
- Existing preferential rehire and recall rights will continue for eligible Policy-covered employees who have received layoff notices by May 31, 2012.
- Outplacement assistance will continue to be provided to eligible Policy-covered employees who are laid off.
An important change is the ability to factor in documented performance as a criteria for the order of layoff. Only documented performance issues such as letters of warning, letters of suspension, letters of warning in lieu of suspension, demotions, disciplinary reductions in pay, and final letters of warning may be considered. Undocumented performance issues may not be considered. When business plans are submitted to LER for review, particular attention will be paid to those plans which utilize performance as factor in the order of layoff. Please utilize the new form (the Layoff Justification Template, click here for an example) when submitting a business plan for review.
Changes will be implemented with layoff letters issued on or after June 1, 2012. Further training information will be provided in the near future. If you have any questions, please contact your LER consultant.
