Update on Staff Recruitment
How we recruit top talent in order to support the Chancellor’s strategic goal to be the workplace of choice for diverse, top-tier talent will undergo a significant transformation this year that will enable us to address the Chancellor’s mandate to explore ways to improve how we recruit staff employees and address our commitment within the newly integrated UCSF Human Resources for continuous improvement.
HR leadership is in the process of considering alternatives and options that will lead to design recommendations for improving how we help the university recruit top talent. In the meantime, the employment group has developed an interim business solution that will take effect as soon as the final two service centers (C and D) go live in early May. We anticipate this interim solution will be in effect for approximately six months.
The interim solution will necessitate a shift in roles and responsibilities between the Service Center generalists and Specialty Center recruitment specialists from how they were originally envisioned in the process maps. However those changes will be “behind the scenes” and should be transparent to our departmental customers.
Service Center generalists will continue to work with departmental hiring managers to support the development of job descriptions and requisitions; Specialty Center recruiters will finalize and post requisitions, select screening questions to ensure all applicants meet minimum qualifications, forward resumes to the hiring manager and ensure that once a candidate is selected the requisition in Kenexa/BrassRing is updated, closed and applicant status is up to date and accurate.
During this interim period we are also working on improving the user experience with Kenexa/BrassRing – the technology that allows us to post jobs, accept applications, pre-screen applicants, review applicant letters and resumes and track the status of requisitions.
Revised maps and the detailed business process will be published and distributed shortly.

Payroll Deductions for ScholarShare Program to Resume
Employee contributions to the UC ScholarShare program were temporarily discontinued in November 2011 as the program management transitioned from Fidelity Investments to TIAA-CREF Tuition Financing Inc. The transition is almost complete and many employees enrolled in ScholarShare will see their Scholar Share payroll deductions resume in May based on April earnings. Payroll will be communicating directly to the employees impacted at UCSF. For more information read the news article on At Your Service or visit the TIAA-CREF website.
UC Announces New Pregnancy Disability Leave Law
UCOP recently alerted the campuses that effective January 1, 2012, SB 299 requires that employers maintain and pay for health care insurance coverage for an employee who is on pregnancy disability leave pursuant to California’s Pregnancy Disability Leave Law (PDLL) for a period not to exceed four months over the course of a 12-month period.
Impact: essentially SB 299 extends the period of time UC contributions can continue for employees using Family Medical Leave for a pregnancy leave (from 12 weeks to four months) and ensures those not eligible for Family Medical Leave will receive UC contributions towards benefits up to four months while disabled by pregnancy.
Benefits and Payroll are working directly with employees that may have been impacted by this change. Administrators have been advised to use leave code ‘04’ when coding a Pregnancy Disability Leave and to incorporate the information into related counseling. UCOP is working to update handbooks and factsheets addressing this topic.
Benefits Family Member Verification Reminder - Response Due May 17
Employees with dependents enrolled in benefits have until May 17th to provide the required documentation to Secova, the vendor UC chose to facilitate this audit. You should have received a packet in the mail asking you to provide documentation that verifies their eligibility for coverage (view envelope). Employees that do not comply risk losing their health benefits.
