Operations Excellence in Human Resources/ Employee and Labor Relations for UCSF
As part of the UCSF-wide operational excellence initiative, UCSF Campus Human Resources and Medical Center Human Resources have decided to consolidate Employee and Labor Relations services under one management structure. We are pleased to announce that effective February 21, 2011, Shelley Nielsen will provide oversight for the Campus and Medical Center Employee and Labor Relations services and operations as Director of UCSF Employee and Labor Relations. We believe with a single manager, we will be able to leverage resources for efficiency, improve consistency across UCSF, and save money.
Shelley has significant UC experience. Since February 2010, she has served as Director of Employee Relations for UCSF Medical Center. Shelley brings to this appointment more than 17 years of human resources management experience. Prior to UCSF Medical Center, she served as Interim Senior Director of Employee Relations at the Office of the President. In addition, she served as the University’s negotiator for labor contracts on behalf of The Regents of the University of California. Shelley also spent five years in private-sector companies where she managed human resource areas including labor relations, recruitment, training, investigations, disciplinary actions, workers’ compensation and safety.
While the management structure is being consolidated, there will be no immediate change to the Employee Relations Consultant or Labor Employee Relations Analyst (campus side) assigned to your area(s). The reorganizing of human resources campuswide continues.

Flexible Spending Account Deadlines Approaching
March 15, 2011 is the last day to incur eligible expenses for both the Health and DepCare FSA plans for the 2010 plan year. Any funds remaining in either account, which have not been used by that date, will be forfeited.
April 15, 2011 is the last day to file reimbursement claim forms for any eligible Health FSA or Dependent Care FSA expenses incurred for the 2010 plan year. Claims must be postmarked or faxed by the April 15 deadline, along with any required substantiation documents. This is also the deadline to provide requested documentation to substantiate Health FSA card purchases incurred during 2010.
Account balance information or information about any documentation requirements can be obtained on the CONEXIS website or by calling the CONEXIS toll-free automated phone system at 1-800-482-4120.
Administering Effective & Appropriate Discipline
This March 4th session is a must for all supervisors and managers who want to become more proactive and skilled in managing their staff’s performance and in administering progressive discipline.
By the end of this session, you will be able to:
- Define the difference between performance management and progressive discipline
- Understand the disciplinary process at UCSF
- Discern when disciplinary actions should be initiated
- Practice administering progressive discipline
This session is scheduled for March 4th, 8:00 a.m. to 12:00 p.m. at Laurel Heights, Sublevel, Regent’s Conference Room.
