Shift Differential Definitions
Effective September 1, 2008, the University of California San Francisco will establish uniform definitions of day, evening and night shifts. The University is standardizing the definition of shifts to conform with campus practice and for consistency with the Medical Center. These established definitions will have no impact on an employee’s ability to receive shift differential pay and eligibility for shift differential pay will continue to be determined in accordance with the collective bargaining agreements for represented employees or policy for non-represented employees. The shift definitions are not intended to establish standard work schedules and in no way preclude a manager from establishing a work schedule that includes hours that overlap, extend beyond, or are contained within any given shift.
With the exception of the San Francisco Building and Construction Trades Council (SFBCTC), below are the shift definitions for all contracts and policy:
8am-5pm - Day shift
5pm-12am - Evening Shift
12am-8am - Night Shift

Take Action on Your Unsubstantiated HCRA Spending Account Transactions
Employees who participated in the HCRA program in 2007 and who still have unsubstantiated spending account transactions for 2007 must take action by September 30, 2008 to provide SHPS with the appropriate documentation. To prompt your action, SHPS sent 2007 statements via US Mail along with the required Validation Return Form to all affected UC employees in early Spring. This past month the University sent a follow-up letter to all UC employees who need to take action to resolve these claims.
Please keep in mind the following:
- The SHPS Website Account Summary does not include any details regarding spending card transaction substantiation. You must open and review the actual statements posted. The summary information for 2007 is included in the July 2008 statement.
- When submitting receipts to resolve substantiation issues, you must include a SHPS Reimbursement Validation Form or they will not be processed.
- After submitting receipts and the Reimbursement Validation Form to SHPS, please call SHPS directly at 1-877-270-3915 between 5:00 a.m. and 5:00 p.m. PST, Monday through Friday, to ensure that your unsubstantiated spending card transactions have been resolved as you will not receive any written confirmation and the online information for 2007 will not be updated.
- It’s not too early to manage your unsubstantiated 2008 transactions. Please review your SHPS statements to determine if there is any action required on your part.
Please share this information as broadly as possible. Based on the report received from UCOP there are many employees at UCSF who still need to substantiate spending card transactions.

About the Facilitator
Dr. Elayne Chou is a Counseling Psychologist specializing in career counseling, coaching and consulting with culturally diverse individuals and organizations. She is passionate about helping people create meaningful and rewarding career paths and lives. She provides career counseling and career development workshops for UC Berkeley’s staff and has taught as an adjunct professor at San Francisco State University and Diablo Valley College and as a visiting scholar at Renmin University in Beijing, China. She has worked in counseling centers at UC Irvine and the Ohio State University.
