We provide quality HR services to attract, develop, motivate and retain a diverse workforce within a supportive work environment. We do this with an emphasis on customer service based on consultation and communication with the campus community.
- Provide confidential professional assessment and brief counseling for a wide variety of personal and work-related issues.
- Facilitate referrals to community resources and treatment professionals.
- Provide counseling to individuals coping with the psychological impact of disability from illness or injury.
- Provide behavioral interventions to departments and workgroups on topics including: coping with loss and trauma, stress management, teambuilding, problematic communication, and informal conflict resolution.
- Provide critical incident stress management services in response to traumatic events, violence in the workplace, and crisis situations.
- Provide services including strategic planning, team development, and assessment of organizational processes and group dynamics, and its impact on organizational effectiveness.
- Establish design and delivery standards for campus training and provide assistance to content experts.
- Provide performance consulting services, including custom design of performance based learning solutions, including training, job aids, and structured OJT.
- Maintain campus staff training records.
- Provide coordination and administration of training delivered by other departments and schools.
- Manage a core curriculum of campus classes, and promote partnership and collaboration with other campus entities.
- Design and host web based training.
- Manage cadre of campus facilitators for departmental meetings/retreats/workshops.
- Assist departments in the advertising of positions.
- Answer questions about service credit.
- Counsel employees, departmental personnel staff, managers and supervisors regarding basic labor relations issues.
- Calculate seniority credits.
- Provide consultation regarding the merit process.
- Administer employee retirement and health and welfare programs.
- Provide individual retirement counseling.
- Resolve employee problems with the UC retirement plan.
- Orient new employees to UC retirement and health and welfare programs.
- Act as a liaison between UCSF employees and insurance companies.
- Provide training and serve as a resource for departmental benefits representatives.
- Counsel individuals on financial planning.
- Provide individual disability benefits counseling.
- Administer UCSF’s workers’ compensation program.
- Assist injured or disabled employees in overcoming disability-related work restrictions and limitations.
- Provide education, training and early intervention services to prevent or minimize injuries and the effects of disability in the workplace.
- Act as a resource to managers and employees regarding workers’ compensation, disability compensation and management, injury prevention, return to work, transitional work and reasonable accommodation.
- Support ergonomic, health, wellness, and injury prevention initiatives.
- Assist managers to develop systematic, creative and proactive recruitment strategies.
- Provide consultation regarding salary setting and classification/reclassification of positions.
- Conduct equity reviews.
- Post career and limited appointment positions on website and refer qualified applicants to hiring manager.
- Provide short-term staffing for a full range of positions with a focus on administrative, clerical, professional, and service titles.
- Manage payroll and personnel issues for TEP employees.
- Coordinate the Community Outreach Internship Program.
Labor and Employee Relations

- Interpret and administer personnel policies and collective bargaining agreements.
- Provide consultation regarding the disciplinary process and performance management.
- Facilitate the grievance process.
- Provide labor relations training for managers and supervisors.
- Coordinate the layoff process.
- Guide departments through the FMLA process.
- Represent UCSF in the University-wide collective bargaining process.
Business & Information Technology Services
- Maintain the HR website.
- Design and publish HR forms, pamphlets and publications (e.g., HR Update).
- Prepare and conduct HR surveys.
- Greet and assist job applicants with both career and TEP positions, visitors, and clients.
